{"id":756,"date":"2018-09-12T12:45:35","date_gmt":"2018-09-12T12:45:35","guid":{"rendered":"https:\/\/www.informationgovernance.scot.nhs.uk\/pbpphsc\/?page_id=756"},"modified":"2026-03-23T12:12:42","modified_gmt":"2026-03-23T12:12:42","slug":"role-of-hsc-pbpp","status":"publish","type":"page","link":"https:\/\/www.informationgovernance.scot.nhs.uk\/pbpphsc\/role-of-hsc-pbpp\/","title":{"rendered":"The Public Benefit and Privacy Panel for Health and Social care &#8211; who we are what what we do"},"content":{"rendered":"\n<p>Prior to 2015, research applicants requesting access to NHS Scotland data needed to engage with a number of information governance and ethics authorities.<\/p>\n\n\n\n<p>From May 2015, a single application scrutiny process&nbsp; has been provided&nbsp;by&nbsp;NHS Scotland&#8217;s Public Benefit and Privacy Panel for Health and Social Care (HSC-PBPP).<\/p>\n\n\n\n<p><strong>This means a research applicant has to complete one application <\/strong>and access one point of contact (Public Health Scotland\u2019s <a href=\"https:\/\/publichealthscotland.scot\/resources-and-tools\/health-intelligence-and-data-management\/electronic-data-research-and-innovation-service-edris\/overview\/what-is-edris\/\" data-type=\"URL\" data-id=\"https:\/\/www.isdscotland.org\/Products-and-Services\/eDRIS\/\">electronic Data Research and Innovation Service (eDRIS)<\/a> to develop their application and bring together the necessary authorisations, permissions and certifications to obtain access\u00a0to NHS Scotland\u2019s national data.<\/p>\n\n\n\n<p>The HSC-PBPP must balance public benefit with potential risks to privacy, and&nbsp;ensure that the public interest will be furthered by a proposal&nbsp;as detailed in the application.
