Central team and National accord

Is there a central team that creates an overall accord and does some basic assurance on the organisations that which to share information?

The tool-kit has been designed so that there is no overall national accord. It is not possible for The Scottish Government, or other central team, to assure organisations at a basic level for security/governance as there are so many variables, and ultimately the levels of assurance required are down to the two or more organisations wishing to share information. The tool-kit does however allow for two or more organisations who have regular and complex arrangements to create a local accord (as an umbrella over and above the information sharing agreements).
Organisations using the toolkit will be able to upload their corporate logo onto the central website as a commitment to being a centre of excellence in information sharing/governance.
