The Public Benefit and Privacy Panel for Health and Social Care – Why does it exist?

The NHS Scotland Public Benefit and Privacy Panel for Health and Social Care (HSC-PBPP) is a patient advocacy panel which scrutinises applications for access to NHS Scotland health data for non direct care. Its role is to ensure that applicants have thought through the public benefit and privacy implications of the proposal.

The HSC-PBPP succeeded

  • NHS National Services Scotland’s Privacy Advisory Committee (PAC) and
  • National Caldicott Scrutiny Panel (NC).

The HSC-PBPP also takes responsibility for scrutinising applications to use the CHI Number and/or to access the CHI database for the purposes of research, commercial interest or for any application that is not classed as NHS business and operational use.

CHI Advisory Group (CHIAG) will continue to scrutinise applications for NHS business and operational uses of the CHI number and the CHI database to support the delivery of health and social care.

The HSC-PBPP does not replace any other existing local approval or scrutiny processes in operation within individual NHSScotland boards.
