Lay representative for the NHS Scotland Public Benefit and Privacy Panel for Health and Social Care (HSC-PBPP)

This is an opportunity to contribute to an important scrutiny panel for applications to access the health care data of the people of Scotland.

By participating, you will provide valuable independent and impartial insight and public perspective to the HSC-PBPP committee around the proposed public benefit of an application to access and use administrative health data of the people of Scotland.

The HSC-PBPP consider applications for data to support developments in health and social care administration, research and other well-defined and bona fide purposes. The HSC-PBPP ensures that any data provided, to benefit to the health and care of the people of Scotland, is used legally, safely and the data protection rights of a data subject are secure.

Your contribution will ensure the right balance is struck between safeguarding the privacy of all people in Scotland and the legal duty of Scottish public bodies to make the best possible use of the health and social care data collected.

You will contribute to the leadership across a range of complex privacy and information governance issues, so that the people of Scotland are able to gain the benefits of better health and social care, from research and wider use of data, while managing emerging information risks, addressing public concerns around privacy, and promoting the protection of privacy in the public interest.

The HSC-PBPP committee provides the intellectual space for public representatives, senior leaders, Caldicott Guardians and researchers to consider the wider privacy issues in regard to particularly contentious cases or proposed policies in NHS Scotland or the Scottish Government relating to the use of health and social care data.  The work of the committee comprises both a larger full committee, regularly convened, and a smaller group working ‘out of committee’, convened as required to consider specific issues.

You will contribute to the strategic objectives of the HSC-PBPP and future development of the service.

Who are HSC-PBPP and what do they do

The HSC-PBPP expect applications for access to NHS Scotland administrative health data to have some form of public involvement/consultation as part of their planning process that will use NHS Scotland administrative health data.

The HSC-PBPP feel it is very important that the scrutiny of applications includes independent and impartial contributions from a lay or public representative which will provide a broad range of views.

No specific qualifications are required however, a lay representative could benefit the HSC-PBPP with an interest, knowledge or experience of

  • medical or statistical research,
  • medical and/or research ethics,
  • privacy law or data protection, particularly in relation to personal data, especially health data,
  • patient rights,
  • database design, management and security.
